Casa Grande to Consider Major Land Use Change for Industrial Development

CASA GRANDE, AZ. – The City of Casa Grande Planning and Zoning Commission is set to hold public hearings on a significant proposal that could reshape the city’s western landscape and economic future.

According to the upcoming meeting agenda, Colliers Engineering & Design has requested a Major General Plan Amendment to change the land use designation of approximately 2,500 acres from “Neighborhoods” to “Manufacturing and Industry.” The site is located at the southeast corner of Casa Grande-Maricopa Highway and Indian Valley Road.

The proposal, known as the “Grande Valley Industrial Project,” aims to expand Casa Grande’s industrial capacity. If approved, it would increase the city’s Manufacturing and Industry category land by 23% within city limits, while decreasing the Neighborhoods category by 5.6%.

Proponents argue that this change aligns with Casa Grande’s vision to become the industrial and commercial center of Pinal County. The site’s proximity to existing infrastructure, including the Union Pacific Railroad and major highways, makes it attractive for industrial development.

The staff report notes that the project lies within the Arizona Innovation & Technology Corridor and has access to major transportation routes, including Interstates 10 and 8. The proposed Interstate 11 corridor also runs through the southwest corner of the project area.

The applicant claims that industrial development could potentially use less water than residential development. However, the staff report indicates that developers will be required to demonstrate sufficient water capacity during future entitlement approvals.

City officials will need to evaluate how this change impacts the overall balance of land use in Casa Grande and whether it aligns with the city’s long-term vision. The proposal will go through further review processes, including potential rezoning requests, before any development can occur.

As Casa Grande continues to position itself as a key player in Pinal County’s economic development, decisions like this will shape the city’s future for decades to come. Residents interested in the proposal can attend the upcoming public hearings to learn more and provide input.

The Planning and Zoning Commission will hold a public hearing on October 17, 2024, followed by a second hearing and vote on November 7. The City Council is scheduled to consider the matter on December 16, 2024.
