Chairman Mennenga Resigns From Pinal County Planning Commission After 10 Years

Morris Mennenga, chairman of the Pinal County Planning and Zoning Commission, resigned from the commission on February 19, 2026. His departure followed a serious arm injury last summer that now requires additional surgery. As a result, the commission elected new leadership during the same meeting.

New Leadership Takes Over the Pinal County Planning Commission

Robert Klob, who previously served as vice-chairman, was unanimously elected to replace Mennenga as chair. Commissioner Karen Mooney was then nominated and unanimously elected as the new vice-chair. Both elections took effect immediately, and the new leaders assumed their roles during the meeting.

Klob opened his chairmanship by reading a prepared statement that had been developed for use at this and future meetings. He noted that the Planning and Zoning Commission is a 10-member citizen advisory body appointed by the Board of Supervisors. Each supervisor appoints two members from their district, and all members serve without compensation.

A Decade of Voluntary Public Service

Mennenga reflected on his time with the commission before stepping down. “It’s been an honor to do this, to step up as chairman,” he said. He described himself as “the last of the old school” who predated the current membership.

However, ongoing health complications forced his hand. “I had a serious accident last summer, and I broke my arm in several places,” Mennenga explained. “I was told a few days ago that it’s not healing right, and I have to go have surgery again.” He acknowledged that he had already missed meetings due to the original injury.

Additionally, Mennenga noted the commission’s busy schedule played a role in his decision. “I really debated this a lot,” he said.

Recognition From Pinal County Planning Staff

Harvey Krauss, the county’s planning manager, praised Mennenga’s contributions. “Ten years of service is a long time to be on a voluntary committee with no compensation,” Krauss said.

He also highlighted their shared history beyond the commission. “On a personal note, I served with you on another committee in Casa Grande on economic development,” Krauss added. “Your commitment to public service is very much appreciated — all the work you’ve done for the county and for the community.”

Krauss then asked fellow commissioners to stand and applaud Mennenga before proceeding with the election of new officers.

How the Commission Elected Its New Officers

Commissioner Karen Mooney nominated Vice-Chair Klob to become chairman. Commissioner Gary Pranzo seconded the motion. The commission approved the nomination by unanimous voice vote with no opposition.

Subsequently, Commissioner Daren Schnepf nominated Mooney for vice-chair. Commissioner Tom Scott seconded that nomination. Again, the commission approved unanimously.
