Casa Grande, AZ – In a recent review the Planning and Zoning Commission has recommended approval of a proposed amendment to the Mission Por Del Rio Planned Area Development (PAD) at its meeting on October 3, 2024.
The amendment, requested by Jessica Sarkisian of Upfront Planning & Entitlements, LLC, seeks to revise 11.7 acres within the existing 248-acre development located east of the northeast corner of Kortsen and Peart Roads.
Mission Por Del Rio is a large, mixed-use community plan. It includes homes, apartments, and shopping areas. The plan also sets aside 43 acres as a nature preserve along the North Branch of the Santa Cruz Wash.

The development includes space for shops and businesses. About 10 acres at the corner of Kortsen and Peart Roads are planned for this purpose. While no specific stores have been announced, the area could include a grocery store, restaurants, and other local shops to serve residents and nearby neighborhoods.
The proposed changes focus on an area called Parcel K. Originally, this area was approved for 55 townhomes. The new plan would allow for different types of housing, including duplexes, small apartment buildings, and rental homes. The number of homes and the maximum height of buildings would stay the same as in the original plan.
These changes are needed because of water supply issues. The original plan required special water certificates, which are currently not available. The new plan would allow the homes to be built using the existing water supply from Arizona Water Company.
City Planner James Gagliardi explained that the changes fit with the city’s overall plan for growth. The Planning Commission agreed and is recommending that the City Council approve the changes.
