FLORENCE, AZ – The Town of Florence Town Council has unanimously adopted Resolution No. 1927-25, which amends the town’s fiscal year 2024/25 Class and Compensation Plan while declaring an emergency, following a complete lack of applications for the town’s Senior Civil Engineer position that has been advertised for over six months.
The resolution, approved by a 7-0 vote following a motion from Councilmember Maldonado and seconded by Vice-Mayor Adam, reclassifies the pay range titles for the Deputy Public Works Director and Senior Civil Engineer positions, and adjusts the part-time employee scale.
During the February 3, 2025 council meeting, Deputy Town Manager Lisa Garcia presented the item, explaining that the town has been advertising for the Senior Civil Engineer position since July 11 without receiving a single application. A subsequent review revealed that both the Deputy Public Works Director and Senior Civil Engineer positions were “outside of their class.”
The resolution moves the Deputy Public Works Director to range 62 and the Senior Civil Engineer to range 58. Additionally, the measure addresses the recent increase in Arizona’s minimum wage to $14.70, effective July 1, bringing the town’s pay scale in alignment with state requirements.
Garcia also clarified the town’s approach to comparing its positions with other full-service municipalities rather than by size alone. The town provides services including fire, police, water, wastewater, cemetery, and Community Facilities Districts for finance.
Vice Mayor Kathy Adam expressed support for the resolution before the vote, stating, “I don’t think there’s anything more important than our staff… having the flexibility and having bench strength.”
The emergency declaration attached to the resolution enables immediate implementation of these pay range adjustments.
