Casa Grande to Enforce Urban Camping Ordinance on October 1st

Casa Grande, AZ– Starting on October 1, the City of Casa Grande will begin to implement the Urban Camping Ordinance (No. 1397.19) to address the increase in urban camping on public property. This ordinance helps keep parks, sidewalks, and other public areas safe, clean, and accessible for everyone. It was created in response to community concerns about safety hazards and health issues, including debris and unsafe conditions in public spaces. The goal is to protect the community’s quality of life while connecting individuals in need with available resources and services. While this issue is affecting communities across Arizona and the nation, Casa Grande is taking a balanced approach that prioritizes both public safety and compassion. 

“This ordinance is about protecting the quality of life for all residents while ensuring individuals experiencing homelessness are treated with dignity and connected to the resources they need. We are committed to a community approach that balances safety with compassion,” said Mayor Lisa Fitzgibbons. 

Key Components of the Initiative 

  • Enforcement: Restrictions on camping in public spaces to keep parks, sidewalks, and rights-of-way safe and accessible for the entire community. 
  • Compassion: Outreach and referrals to shelters, food programs, and support services for those in need. 
  • Partnerships: Collaboration with local nonprofits, faith-based organizations, and regional service providers to expand access to resources. 

Several city departments are working together to support the Urban Camping Ordinance. Code Enforcement is proactively engaging with homeless camps to remove trash and ensure safety, including preventing open fires. The Casa Grande Police Department will continue to deploy the Crisis Intervention Team, consisting of trained officers who assist individuals experiencing mental health challenges. In addition, the Homeless Outreach Team, local non-profits and faith-based partners monitor public areas and connect individuals to transitional housing and other support services. 

The passing of Arizona Proposition 312, effective in 2025, allows property owners to seek reimbursement for costs from public nuisances, reinforcing the importance of keeping public spaces safe, clean, and accessible for everyone. Acting now helps protect the community’s quality of life while connecting those in need with essential services. 

Peart Park Temporary Closure 

To facilitate cleanup and maintenance when the Ordinance goes into effect, Peart Park will be closed beginning October 1 for approximately 30 days. Operations will include overseeding the grass in preparation for the fall events, including the Electric Light Parade.
